- after sealing and putting the measuring instrument into operation, payment for water from the 1st day of the month following the month in which these works were carried out is made according to the meter readings;
- in the event that the contractor, for some reason, slows down the process of sealing and putting the meter into operation, the consumer has the right to appeal to the court or a regulatory authority, for example, the Housing Inspectorate.
Who seals the hot and cold water meter

All these norms are contained in Resolution PR No. 354 “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings” dated May 6, 2011, namely in paragraph 81-9 and in Federal Law No. 416-FZ “On water supply and water disposal" dated December 7, 2011. These documents also spell out situations in which payment for sealing meters should be charged, for example, in the following cases:

Thus, it is the consumer who is interested in sealing the water meter as quickly as possible, but the legislator does not set clear deadlines, for example, in Resolution No. 354 of May 6, 2011 “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings” there is not a word about this, but paragraph 42 of the same resolution states that if an unsealed device is used, then charges for the resource received are made on the basis of standards adopted in a particular region.
Thus, why water meters are sealed becomes obvious, and the consumer understands that this issue should be addressed immediately after installing the device, without delaying the process. Naturally, he submits the appropriate application to the contractor represented by the resource supply organization, management company, HOA and conscientiously waits for the visit of the representative. So, after submitting an application in which the consumer indicates a convenient or planned time for sealing the measuring instrument, the representative of the organization must additionally agree on the time of his visit. Moreover, he must do this within three working days, but the appointed sealing date should not be later than 15 days after accepting the application from the consumer.
There is also a rule that the meter must be put into operation no later than the next month after installation. Accruals based on the data of the measuring instrument must be accepted from the first day of the month following the one in which the commissioning process was carried out. And since commissioning is impossible without sealing the device, then accordingly, based on this, these deadlines should be calculated.
What to do if the sealing of the water meter does not go according to plan
In cases where an application has been submitted and, perhaps, even the time for a specialist’s visit has been agreed upon, but for some reason he did not show up and did not seal the meter, the consumer will definitely begin to worry. But there is no reason for this. Since, taking into account the fact that as many as 15 working days are given to seal the meter, after a written request from the consumer, after this period the meter will be considered put into operation. And, consequently, his testimony will become mandatory for the service provider to accept it and, accordingly, charge for the water consumed. However, subsequently, it is still necessary to address this issue and seal the meter.
But we can consider another case. Otherwise, charges for consumed water are made based on the standard adopted in the region and often with an increasing factor.

How are water meters sealed?

- if a replacement was carried out, then the data of the old meter will be required.
The representative must check the compliance of the address indicated in the application and the owner’s documents.
In this case, the consumer is also obliged to check with a specialist, who must present:
- a certificate confirming that he is a representative of the performing company;
- a copy of the license or confirmation of accreditation giving the right to carry out such work.
Also, the contractor’s representative must have with him all the necessary forms to complete the commissioning procedure.
But the sealing process itself is a series of sequential actions:
- diagnostics of the operation of the water supply system and metering devices;

What types of seals are there for water meters?
