Types of water meters

There are only two types of water meters; understanding them will not be difficult. They differ from each other in the color of the markings and inscriptions on them:

  1. Black or blue. The meter is designed to account for cold water.
  2. Red. The meter is designed to account for hot water.

The use of a red meter for cold water metering is not prohibited, so two identical meters can be located nearby at the same time. In order to take readings correctly and transfer them to the water utility service, you need to determine which meter belongs to cold and which to hot water.

How to calculate payment for water using a meter

Paying for water by meter and electricity by meter is convenient because you can calculate in advance how much you will need to pay this month. This is easy to do using the formula:

X = N × Y,

where N is the number of consumed products, and Y is the tariff.

The volume of consumed products must be calculated independently. To do this, take a receipt for payment for the previous month and take readings for the current month. Then subtract today's indicators from those that were last month. The resulting figure is the number of consumed markets. For example, if last month the receipt showed 26 kilowatts, and this month there are already 31 on the meter, during the month you used 5 kilowatts.

Where are water meters installed?

All pipes of hot and cold water supply systems entering the apartment have metering units installed. It happens that readings from meters in the bathroom and kitchen are recorded separately. This is if the water supply was connected according to a complex scheme. In such a situation, water meters must be installed on all connections to cold and hot water supplies. Counters must be freely available.

It is allowed to install water meters in plastic boxes, installed side by side, located together with the shut-off valve and the leakage protection system unit. When opening the box panel, cells and seals should be visible.

Attention! If you notice that the seal on the water meter is broken, immediately contact your utility service.

The counters work on a simple principle:

The flow of water drives the counting mechanism.

  • The rotary indicator rotates when the taps are open.
  • The meter rotates faster if the water flow increases.

Payment is made at the price per 1 m3 of water, so the amount of water you used is transferred in cubic meters.

Instrument panels, depending on what model the meter is, may be different.

How to calculate and pay for water using the meter?

Based on paragraph 4 of Article 13 of the Law of the Russian Federation “On Energy Saving and Increasing Energy Efficiency” with registration No. 261-FZ dated November 23, 2009, the installation of meters for cold and hot water supply is mandatory for all owners of residential real estate.

The actual installation, registration, and verification procedure of the water meter are carried out only legally and are regulated by the relevant services. Therefore, taking meter readings should be taken most responsibly.

Taking readings

In order to correctly write off readings for submission to a service organization, you need to know exactly what to read.

The counter dial includes 8 digits. The first five black symbols are the main ones; they show the total number of cubic meters of water consumed. This information must be recorded on the payment receipt. The last three red digits are auxiliary, separated from the main ones by a comma and indicate the consumed liters.

At the moment, water meters are produced with three types of panels, but in the domestic sector, type No. 1 is considered the most popular and easiest to operate.

General rules for taking readings:

  • The characters before the comma must be specified first. It is taken into account that when transmitting information there is no need to write off the leading zeros.
  • If the last three digits are greater than 600, then it is advisable to round the value to the cube. This is not a violation.

Information from the meter should be taken according to the following scheme:

  1. The numbers on the dial (for example, 00015.784) indicate that more than 15 m3 of water was consumed during the corresponding period.
  2. The number of liters is rounded to 16 cubic meters. These readings are transferred for calculation.
  3. Next month the data will change and the dial will show 00022.184 (22 m3).

You need to understand that it is the current readings that are taken into account. But most often, the owner of the premises does not need to deal with the number of cubic meters; this is done by the service organization.

Transmission of water meter readings is a procedure on the basis of which the consumed resource is calculated. Timely and correct provision of information ensures payment at a single tariff, which eliminates the emergence of disagreements with the management company or resource supply organization.

Step-by-step instructions for calculating hot and cold water consumption in an apartment

When installing metering devices, you should inform the management company or the resource supplying organization (depending on with whom the consumption agreement is concluded) about their presence in the apartment. Afterwards you need to report the initial meter readings. These will be the first 5 digits of the black segment of the scale.

Mexico: how to pay for water and electricity using meters

If you have just installed meters for individual consumption of electricity and water, you are probably a little afraid of the complex payment procedure. In fact, everything is simple: we’ll tell you how to pay for water according to meters and pay for electricity.

Look at the counters. They usually have 8 numbers that scroll. In new, newly installed metering devices, the first 6–7 digits are always zeros.

The rollers on the counters have two colors: black and red. Red rollers show how many liters and watts you have spent. Black numbers count cubic meters and kilowatts in water and electricity meters, respectively. To pay, you need black numbers, because tariffs are calculated based on the amount per cubic meter or kilowatt.

When taking readings, do not pay attention to the red numbers. Look only at the black ones. For example, if the water meter shows the number “00006781”, you have spent 6 cubic meters. If you want, you can round the number to 7 cubic meters. It is these indications that need to be reported. The same goes for paying for electricity: report only kilowatts.

Important: if there are several meters installed in the apartment - for water drainage, hot and cold liquids, take readings from all. The receipt will have several lines, and all indications will be needed to calculate the amount to be paid.

Meter readings must be submitted so that they can be used to charge you for utility bills. You can report them to the management company or directly to the EIRC: Unified Information and Accounting Center. To report readings, in both cases you need to provide your exact address or personal account with the supplier. The account number can be found in documents, for example, in a water supply agreement, or in a receipt for payment of utilities. Most often, current accounts are used in small localities; in large cities, a sufficiently precise address is required.

If you transfer data to the management company, you can call the company or register on its website and indicate information in your personal account. You can transfer your readings to the EIRC in several ways:

  • call the local branch of the EIRC and provide the dispatcher’s details;
  • visit the EIRC in person and leave an entry in the appropriate journal;
  • send the indicators by mail - they will take a long time, so it is better to send them in advance.

The most convenient way is to use the website of the Criminal Code or call the EIRC. Data is usually transmitted in the first days of the month in order to have time to pay utilities before the 10th.

The EIRC will transmit the readings to the organization that supplies electricity and to the water utility. They will generate invoices, send them to the homeowners' association or management company, and they will generate a receipt and send it to you. Payment for water and light meters is required - it can be made through any cashier, via the Internet without leaving home, or through special terminals. How and where to send

There are three options for transferring information:

  1. Via the Internet - this is the fastest and most modern way.
  2. By phone.
  3. Bring the document with the testimony to the Criminal Code.

The easiest way to transmit information is via the Internet. You indicate the current instrument readings, and the difference is calculated automatically. Before initiating data transfer, check the result several times to ensure there is no error.

The organization's telephone number is indicated on the payment receipt. If you use the telephone method, be sure to indicate, in addition to the testimony itself, your last name and address.

The third method is the most troublesome, but reliable. You bring the form to the management organization and place it in a box installed specifically for such documents. It is important to fill out the paper as clearly and correctly as possible.

Meters will only be useful if the plumbing in your home is fully operational. Any leaks will reduce all savings to nothing. Be sure to check the plumbing equipment for serviceability before taking readings.

The easiest way to notice a leak is to notice that when the taps are turned off, the meter mechanism continues to spin. This means there is a leak that needs to be identified and eliminated.

Legal justification for charging for water supply

Management companies count water according to meters, based on Decree of the Government of the Russian Federation No. 354, adopted on May 6, 2011 and in force from the fall of 2012 until now.
These legislative Rules, in comparison with the old ones, are fairer, but are still far from perfect.

Payment for water by meters now consists of several components, taking into account:

  • The readings of the meter scale located in a certain apartment, installed to calculate the amount of cold resource consumed this month.
  • Readings from a meter located in a specific apartment, installed to calculate the amount of hot resource consumed this month.
  • Readings from a device installed in your home (in the basement), installed to calculate the amount of cold resource spent by all residents.
  • Readings from a device installed in your home (in the basement), installed to calculate the amount of hot resource consumed by all residents.
  • A share consisting of your apartment in a house. It is taken into account when determining the amount spent on the needs of the entire house (the so-called “general house needs”).
  • The share that corresponds to your apartment in the house. It is also taken into account when determining the hot water spent for the needs of the entire house (the same so-called “general house needs”).

The first two components of the list are the consumed water resource, the volume of which depends only on you and the size of your family’s needs. The remaining items consist of the actual needs of the entire house, for example, wet cleaning of stairs and apartment areas.

And the “lion’s” share of general house expenses is overexpenditure resulting from riser leaks, unscrupulous residents who incorrectly indicate the cubic meters they spent or live in the house, use communications, but are not registered at their place of residence.

By what date should the testimony be submitted?

As mentioned above, you need to submit water meter readings from the 15th of the current month to the 3rd of the next month. If you do not make it in time, the readings will be taken into account for the next billing period. In different areas of the city and region, the deadline for submitting water bills may be different. So, in some places this data is accepted only until the 25th of each month. Somewhere they require you to submit your testimony on the 20th. Check this information with the engineering services in your area.

Transferring water meter data - features and subtleties

Please note that the fields for entering information have the following restrictions:

  1. Do not enter water meter readings if you have new meters installed. In this case, you must contact the State Property Management Committee of the organization managing your home to transfer primary data from water meters.
  2. If you have not entered water meter readings for three months, then it is prohibited to enter them through the Moscow State Services Portal.
  3. Contact the district State Public Institution of the IP/MFC to make changes.
  4. You can skip the transmission of water meter readings for no more than two months, which will be taken into account in the next billing period.
  5. If you are late in entering your testimony and submitted it earlier than the 15th day or later than the third day of the next month inclusive, then they will not be taken into account this month, but will be transferred to the next billing period.
  6. Do not enter water meter readings less than the test readings. You can view these test readings next to the question mark, which is located opposite the name of the meter. Do not enter values ​​that are less than previous readings.
  7. It is allowed to enter meter readings consisting only of numbers, periods and commas. You can enter up to seven digits of integer values ​​and three decimal places or periods.
  8. The readings you enter cannot exceed several times the water consumption norms.

Remember! If the meter readings on the right side of the water meter exceed the volume of 500 liters, then this data is rounded to 1 cubic meter.

It is still possible to transmit water meter readings in the usual ways:

  • by calling the engineering service of your area;
  • come to the engineering service of your area of ​​residence and place the completed form with meter readings in a special box;
  • transfer to the operator in the engineering service of your area;
  • You can enter hot and cold water meter readings via the Internet. Go to the official website of the State Property Committee in the department “Coordination Center of the State Property Management System at https://is.mos.ru/.

Tariffs in the capital and regions: is there a difference?

Water supply tariffs are not the same in the regions of the country. Traditionally, services at the highest rate are paid by residents of the capital.

This is due to economic and social indicators, the level of income of the region’s population and the water supply system itself; how the system serves a city of many millions is one thing, and regions with a lower population density are another.

One way or another, indexation in January of this year by 1.7% occurred not only in Moscow, but also in other regions. The traditional increase will also occur in the middle of the year.

For example, in the Lipetsk region, the tariff for the population will rise from 25.34 rubles per cubic meter of cold water to 25.87 rubles per cubic meter. For other consumers, the increase will be 44 kopecks (from 21.12 to 21.56 rubles per cubic meter). For water disposal, the population will no longer have to pay 49.86 rubles per cubic meter, but 50.86, and other consumers will have to pay not 41.55 rubles per cubic meter, but 42.38.

In the Voronezh region, tariffs for cold water for the population will increase from 24.83 rubles per cubic meter to 25.33 rubles per cubic meter. For other consumers from 20.69 to 21.11 rubles per cubic meter. Tariffs for sewerage for the population will change from 22.01 to 23.33, for other consumers from 18.34 to 19.44.

In the Vladimir region, the tariff for the population for water from the second half of the year will already be 29.22, together with 28.62, tariffs for sewerage will remain unchanged at 24.97 rubles per cubic meter.

Thus, tariffs in the regions are approximately 50% lower than in Moscow. At the same time, the annual price increase is proportional to approximately 4% in all regions.

How to submit water readings through State Services: instructions for 2021

It is necessary to register a personal account on the official website of the GIS Housing and Communal Services dom.gosuslugi.ru. Enter your payer number, apartment number. You can enter your readings using your account on the portal.

The payer number can be found on receipts for water supply or, for clarification, by calling the housing and communal services department. Provide your address to receive a 10-digit code.

We enter the payer code in the first line, and the apartments in the second.

Once entered, press the Continue button.

After these steps, you will be able to transfer cold and hot water readings in your personal account pgu.mos.ru. For example:

In the next step, the system will ask you to add a description of the apartment (since some citizens may have several apartments. They need to be somehow distinguished. It is convenient to give a description of the apartment by address, for example, on the street. Click the “Save” button.

Recalculation of utility bills

In some situations, it may be necessary to verify the correctness of the enumeration.

Due to incorrect counter information or errors by the receiving employee, excess funds may appear in the account. According to RF PP No. 354, if discrepancies are detected, but provided that the IPU is fully operational and is not classified as out of order, the payment is recalculated.

To return funds, you must:

  1. Receive from the contractor a copy of the inspection report, which established the presence of surplus due to the difference in readings.
  2. Write a statement requesting a recalculation of the payment made.
  3. Submit the documents to a special department of the service company and be sure to receive confirmation that the information has been accepted for consideration.

If everything is done correctly, the due deduction will be indicated on the next receipt. If there is a significant overpayment, the amount is spread over several months.

Advice! If the contractor does not recalculate and does not provide an answer about the decision, you need to contact the regulatory authorities. The cause of failure may be a detected malfunction of the device or damage to control seals, which must be confirmed by an inspection report.

The lack of information about consumed resources recorded by the IPU does not exempt the owner or tenant from paying, since residents are not limited in access to the service and can use water. Based on existing legislation (RF PP No. 354), each owner of a premises that is equipped with a meter has the right to calculate water consumption according to the readings of a correctly installed and commissioned meter. In such a situation, the amount is calculated at a single tariff for a specific region.

Installation

It is not prohibited by law to install a water meter yourself inside an apartment or private house. However, all actions must comply with the requirements of SNiP.

To work you will need:

  • hacksaw/scissors;
  • Bulgarian;
  • sealing material (FUM tape, tow);
  • corners, bends;
  • soldering iron;
  • gas, adjustable wrench;
  • couplings (if transitions between different diameters are planned).

The procedure for installing the meter

  1. Determine the location of the device. It must be accessible for regular readings and maintenance.
  2. Assemble the water meter block.
  3. Close the riser.
  4. Cut off part of the water supply, having previously measured a segment equal to the installation length of the meter. It is recommended to measure a more accurate length of the structure by dry collecting the structure on a table or floor. This way, you can figure out the sequence of creating connections.
  5. Connect a shut-off valve to the cut off pipeline with a mechanical cleaning filter connected to it.
  6. Next, connect the meter. It is important to remember that any connections are made using sealing material. The arrow of the device is directed towards the shut-off valve. An American one is screwed on the filter side, and a check valve is screwed on the tail side.
  7. The check valve is fixed to the mating thread.
  8. The work is completed by connecting the riser and opening the tap. The absence of leaks and the functioning of the meter are a sign of correctly completed installation.

After the installation is completed, the owner of the household or apartment contacts a service company, whose employee must seal the water meter.

How does a water meter with remote reading work?

One of the interesting models of water meters is a meter with remote readings. It works on the following principle:

  • the simplest devices in their design contain a reed sensor and a magnet;
  • during each passage past the sensor, a low-current pulse appears, which records a certain flow rate;
  • to receive pulses there is a special module that converts the data into a form convenient for reading and transmission.

Such a meter eliminates the problem of unreliable readings, but does not eliminate their submission and recording in the receipt. Improved devices transmit information directly to the Internet - to a centralized resource cost accounting system.

The main advantages of installing water supply meters

For those who have not yet decided whether they need meters, check your receipts and the receipts of your neighbors who have meters in their apartment. You will see a huge difference: your neighbors’ amount will be one and a half to two times less than yours.

Experts have calculated what actions an ordinary person does using water every month:

  1. Presses the toilet flush 118 times.
